Job Description

Johnson County Health & Environment department is looking for a qualified candidate to fill the position of an Environmental Health Specialist. The position is located at 11811 S Sunset Drive, Suite 2700, Olathe, KS 66061. This position conducts oversight activities pertaining to all solid waste facilities and haulers in the County. They are also responsible for implementing the County’s Solid Waste Management Plan which promotes recycling, composting and waste reduction to its residents and businesses. The Environmental Health Specialist will:
•Direct activities associated with the implementation of the county’s Solid Waste Management Plan which focuses on recycling and waste diversion.
•Oversee our Green Business Certification Program by providing technical assistance and education to businesses and identify recycling, energy efficiency and conservation needs. Promote the program and recruit participation.
•Work with cities in Johnson County to amend ordinances, contracts and licensing language to remove barriers and increase recycling and composting at businesses and schools.
•Oversee and manage third-party contracts and consulting work associated with implementation of the county’s Solid Waste Management Plan.
•Represent the division at regional discussions about solid waste management.
•Coordinate the annual review and updates of the Solid Waste Management Plan with the Solid Waste Management Committee.
•Assist in enforcing the Solid Waste Code of Regulations.
•Oversee the permitting, compliance and enforcement of residential solid waste haulers.
•Perform regular, unannounced inspections on haulers and resolve issues of noncompliance.
•Complete Environmental Audit requests.

Job Requirements:

Bachelor’s degree in Environmental Health, Biology, or related field, and four (4) years of related experience. Certification in job specific area(s) (or eligible to sit for the exam-exam would need to be taken and passed within first six (6) months of employment). A valid driver’s license with an acceptable driving record is also required.

Master’s degree in the following fields: Environmental Health, Biology, or related field is preferred.

Experience may not be substituted for degree. Education may not be substituted for experience.

Candidate must be able to understand, interpret, explain and apply laws, regulations, ordinances and policies applicable to assigned program responsibilities; prepare clear, concise and comprehensive reports, correspond and other documents appropriate to the audience; a strong understanding of principles, methods, theories and techniques of environmental protection and solid waste management; analytical, communication, problem-solving, writing and speaking skills; collect, evaluate and interpret appropriate and applicable data, either in statistical or narrative form, a self-starter, ability to work independently to accomplish goals; and able to multi-task and balance several projects at once.

Within sixty (60) days of hire, employees must produce proof of immunization, proof of immunity, proof that immunization is medically contraindicated, submit a written objection to immunization based upon a sincerely held religious belief, or receive vaccination for the following: Measles, Mumps, and Rubella (MMR); Tetanus Diphtheria and Acellular Pertussis (TDAP); and Varicella (Chickenpox).
